Is the HAMP program a failure?

The house has passed a bill on Tuesday to kill a Obama program that helps homeowners stay in there home.  The house voted 252 to 170 to stop new funding for the home affordable modification program (HAMP.)  Eleven Democrats joined Republicans to stop this program.  This program traps bailouts that saved the big banks, providing incentive to mortgage servicer to modify mortgages, for borrowers behind of there payments.  All the struggling Americans seeking permanent mortgage relief HAMP offered a false hope with more people being kicked out of the program then receiving relief.  The bills path in the Senate is uncertain, Obama has vowed to Veto it.  House Republicans have passed three other smaller projects designed to help families and neighborhoods dealing with foreclosures.  What makes a HAMP program different is the criticism it’s received from both sides of the House for being ineffective.  On Tuesday fifty house democrats wrote Treasury’s Secretary a letter urging him to reform the program saying HAMP needs change before it can meets its full potential.  Rep. Barney Frank: “yes the HAMP has a lot of problems, but the loss of the program leaves homeowners worse off.”
